    1Current situation and situation

       4 Basic principles.

    Actively expand the comprehensive utilization channels of bulk solid waste, further expand the utilization scale, strive to eat dry and squeeze out, continuously improve the added value of resources comprehensive utilization products, and enhance the core competitiveness of the industry.

     According to laws and regulations, scientific and orderly consumption of large amount of solid waste; according to local conditions and comprehensive implementation of policies, effectively reduce the production and discharge intensity of bulk solid waste, increase the comprehensive utilization, and strictly control the stock of new bulk solid waste piles.

     Strengthen the whole process management of comprehensive utilization of bulk solid waste, coordinate the promotion of waste production, utilization and standardized disposal, and strictly abide by the environmental bottom line of comprehensive utilization and safe disposal of bulk solid waste.

     We should strengthen innovation guidance, break through the technical bottleneck of comprehensive utilization of bulk solid waste, accelerate the popularization and application of advanced and applicable technologies, strengthen the demonstration and guidance, and cultivate a new mode of comprehensive utilization of bulk solid waste.
       5 Main objectives. By 2025, the comprehensive utilization capacity of coal gangue, fly ash, tailings (associated minerals), smelting slag, industrial by-product gypsum, construction waste, crop straw and other bulk solid wastes will be significantly improved, and the utilization scale will continue to expand.     3 Improve the utilization efficiency of bulk solid waste resources
       6 Coal gangue and fly ash. We will continue to improve the comprehensive utilization level of coal gangue and fly ash, promote the utilization of coal gangue and fly ash in engineering construction, subsidence area control, mine filling, ecological restoration of saline alkali land and desertification land, and orderly guide the use of coal gangue and fly ash to produce new wall materials, decoration materials and other green building materials, and further promote the agricultural field under the premise of controllable risks With the extraction of valuable components, strengthen the application and promotion of high content and high added value products.
       7 Tailings (associated ore). We will steadily promote the efficient extraction and overall utilization of valuable components of metal tailings, promote the preparation of sand source replacement materials such as gravel aggregate, ceramsite, dry mixed mortar and cementitious backfill utilization from mining waste rock, and explore the utilization of tailings in the field of ecological environment treatment. We will accelerate the comprehensive development and utilization of associated mineral resources such as ferrous metals, non-ferrous metals, rare and precious metals, and step-by-step recovery of valuable components, and promote the large-scale utilization of residual waste residue after extraction of valuable metals. Ecological restoration of closed tailings pond shall be promoted according to laws and regulations, and tailings shall not be mined without approval.
       8 Smelting slag. It is necessary to strengthen industrial collaborative utilization, expand the scale of red mud and steel slag utilization, increase the proportion of red mud in road materials, and expand the use of steel slag powder as concrete admixture in construction engineering and other fields. Continue to explore other large-scale utilization channels of red mud and steel slag. We should encourage the recovery of iron, alkali and alumina from red mud and valuable components such as rare and scattered metals and precious metals from smelting slag, so as to improve the utilization efficiency of mineral resources, ensure the national resource security, and gradually improve the comprehensive utilization rate of smelting slag.
       9 Industrial by-product gypsum. To broaden the utilization of phosphogypsum, continue to promote the use of phosphogypsum in the production of cement and new building materials, and explore the application of phosphogypsum in soil improvement, underground filling, subgrade materials and other fields on the premise of ensuring environmental safety. Support the use of desulfurization gypsum and citric acid gypsum to prepare green building materials, gypsum whiskers and other new products and materials, and expand the scale of high-value utilization of industrial by-product gypsum. We should actively explore the resource utilization ways of complex and difficult to use industrial by-products such as titanium gypsum and fluorine gypsum.
       10 Construction waste. We will strengthen the classified treatment and recycling of construction waste, standardize the construction and operation of construction waste storage, transfer and resource utilization sites, and promote the application of construction waste comprehensive utilization products. Encourage the application of construction waste recycled aggregate and products in construction and road engineering, and use construction waste for earthwork balance, forestry soil, environmental treatment, sintered products and backfill, so as to continuously improve the utilization quality and expand the scale of resource utilization.
       11 Crop straw. Vigorously promote the comprehensive utilization of straw, promote the comprehensive utilization of straw industry to improve quality and efficiency. We should give priority to agriculture, continue to promote the use of straw as fertilizer, feed and basic materials, and give full play to the functions of straw cultivated land conservation and planting and breeding. We should expand the scale of straw clean energy utilization, encourage the use of straw and other biomass energy for heating, gas supply and heating, optimize the rural energy consumption structure, and promote the application of biomass natural gas in the industrial field. We will continue to expand the utilization of straw as raw materials, encourage the use of straw to produce environmentally friendly boards, carbon based products, polylactic acid, pulp, etc., and promote the transformation of straw resources into green products with high added value. Establish and improve the straw collection, storage and transportation system, carry out professional and refined transportation and management services, and open up the "first kilometer" of straw industry development.

    4 Promoting green development of comprehensive utilization of bulk solid waste
       12 We will promote the green transformation of waste industry, Achieve source reduction. Carry out green design of waste production industry, fully consider the follow-up comprehensive utilization links in the production process, and effectively reduce bulk solid waste from the source. We should vigorously develop green mining industry, promote the application of gangue not out of the well mode, encourage mining enterprises to use tailings and associated minerals to fill the goaf, control the subsidence area, and promote the realization of tailings on-site absorption. We will carry out green transformation of key industries such as energy, metallurgy and chemical industry, continuously optimize the process flow, improve technical equipment, and reduce the production intensity of bulk solid waste. Promote the self absorption of coal gangue, tailings, steel slag and other large solid wastes in the production process, promote the purification and treatment level of complex and difficult to use bulk solid wastes such as phosphogypsum and red mud, so as to create conditions for comprehensive utilization. In the field of engineering construction, we should promote green construction, promote in-situ recycling of waste pavement materials and demolition waste, and implement classified management, source reduction and resource utilization of construction waste.
       13 Promote green production of waste recycling industry and strengthen process control. We will continue to improve the level of technology and equipment of waste recycling enterprises, and strengthen the renovation of large and small scattered pollution enterprises. Strengthen the whole process management of comprehensive utilization of bulk solid waste and strictly implement the responsibility of environmental pollution prevention and control in the whole process. Green transportation of bulk solid waste should be carried out, special transportation equipment and vehicles should be encouraged, and management of bulk solid waste transportation process should be strengthened. Encourage waste recycling enterprises to carry out cleaner production audit, strictly implement pollutant discharge standards, improve environmental protection measures, and prevent secondary pollution.
       14 Strengthen the standard disposal of bulk solid waste and keep the environmental bottom line. Strengthen the management of bulk solid waste storage and disposal, strengthen the main responsibility, promote the construction of storage facilities in line with relevant national standards, realize safe classified storage, and eliminate mixed discharge and stacking. We should make overall plans for the incremental consumption and stock management of bulk solid waste, intensify the comprehensive treatment of bulk solid waste in key river basins and regions, and improve the long-term supervision and management system for environmental protection.
    5 Promoting innovative development of comprehensive utilization of bulk solid waste

       16 Innovation of key technologies for comprehensive utilization of bulk solid waste. Encourage enterprises to establish technology research and development platform, increase investment in key technology research and development, focus on breakthrough in key core technologies and equipment for source reduction and high-quality comprehensive utilization, and promote the research and development of key technologies for risk control in the process of large-scale solid waste utilization. Relying on the national innovation platform, it supports the organic integration of industry, University, research and application, and encourages the construction of basic R & D platforms such as industrial technology innovation alliance. We will increase scientific and technological support, and bring key technologies for comprehensive utilization of large-scale solid wastes and large-scale high-quality comprehensive utilization technologies into the national key R & D plan. Timely revise the policy outline of comprehensive utilization technology of resources, and strengthen the application and integration demonstration of advanced and applicable technologies.
       17 Innovation of collaborative utilization mechanism of bulk solid waste. We will encourage the coordinated utilization of multiple industries, promote the coordinated development of large-scale solid waste comprehensive utilization industry with the upstream coal power, steel, nonferrous metals, chemical industry and other industries, and deeply integrate with the downstream application fields of construction, building materials, municipal administration, transportation, environmental treatment and other product application fields, and break through the blocking points and pain points between departments and industries. Promote cross regional collaborative utilization, establish cross regional and cross departmental linkage and coordination mechanism, and promote collaborative disposal and utilization of bulk solid waste in major national strategic regions, such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of Guangdong, Hong Kong and Macao Bay area, the integrated development of the Yangtze River Delta, ecological protection and high-quality development of the Yellow River Basin.
       18 Innovate the management mode of bulk solid waste. Make full use of modern information technology such as big data and Internet to promote the establishment of "Internet + bulk solid waste" comprehensive utilization information management system in industries, regions and industrial parks with large production volume of bulk solid waste, so as to improve the informatization management level of comprehensive utilization of bulk solid waste. Fully rely on existing resources, encourage social forces to carry out trading information services for comprehensive utilization of bulk solid waste, provide information services for waste production and waste utilization enterprises, timely release production units, production quantity, quality and utilization of bulk solid waste by varieties, so as to improve the efficiency of resource allocation and promote the overall improvement of comprehensive utilization rate of bulk solid waste.

    6 Implement resource efficient use action
       19 Key enterprises demonstrate and lead actions. In the field of comprehensive utilization of coal gangue, fly ash, tailings (associated minerals), smelting slag, industrial by-product gypsum, construction waste, crop straw and other bulk solid waste comprehensive utilization fields, we will cultivate 50 furniture enterprises with strong driving ability of upstream and downstream industries, mastering core technology and high market share. Support backbone enterprises to carry out high-efficiency, high-quality, high-value bulk solid waste comprehensive utilization demonstration project construction, form replicable and promotable implementation examples, and play a leading role.
       20 Construction of comprehensive utilization base. Focusing on coal, electric power, metallurgy, chemical industry and other key waste industries, focusing on the implementation of major national strategies, we will build 50 comprehensive utilization bases for bulk solid waste and 50 bases for comprehensive utilization of industrial resources, popularize a number of advanced and applicable technologies and equipment for comprehensive utilization of bulk solid waste, and continuously promote the efficiency of resource utilization. In the main grain and cotton production areas, we will focus on agricultural waste, build 50 industrial and agricultural composite circular economy demonstration parks, and continuously improve the comprehensive utilization level of agricultural and forestry wastes.

       22 Action to improve the treatment capacity of bulk solid waste system. We will accelerate the improvement of the standard system for comprehensive utilization of bulk solid waste and promote the convergence of standards between upstream and downstream industries. We will strengthen the construction of statistical capacity in the comprehensive utilization of bulk solid waste, clarify the statistical caliber, statistical standards and statistical methods, and improve the timeliness and accuracy of statistics. Enterprises are encouraged to actively carry out the evaluation of comprehensive utilization of industrial solid waste resources, constantly improve the evaluation mechanism, strengthen the capacity building of evaluation institutions, standardize the operation and management of evaluation institutions, actively promote the acceptance of evaluation results, and guide enterprises to improve the product quality of comprehensive utilization of resources.
    7 Safeguard measures

    26、     A: The guiding opinions put forward five basic principles to promote the comprehensive utilization of bulk solid waste in the new period. One is to adhere to the combination of government guidance and market leadership. We will improve comprehensive policies and measures and give full play to the decisive role of the market in allocating resources. Second, adhere to the combination of scale utilization and high value utilization. We should actively expand the channels for comprehensive utilization of bulk solid wastes and continuously improve the added value of products for comprehensive utilization of resources. Third, we should adhere to the combination of absorbing stock and controlling increment. Scientific and orderly consumption of large amount of solid waste and strict control of new large solid waste pile stock. Fourth, we should adhere to the combination of highlighting key points and systematic governance. Strengthen the whole process management of comprehensive utilization of bulk solid waste, and promote the production, utilization and standardized disposal of waste. Fifth, adhere to the combination of technological innovation and mode innovation. We should strengthen innovation guidance, break through the technical bottleneck of comprehensive utilization of bulk solid waste, and cultivate a new mode of comprehensive utilization of bulk solid waste.
