    At the beginning of 2023, the National Development and Reform Commission of China and the Ministry of Housing and Urban-Rural Development successively issued “the Guiding Opinions on Strengthening the Construction of Domestic Waste Incineration Facilities in County Areas” and “the Implementation Plan on Accelerating the Shortcomings and Weaknesses of Domestic Waste Incineration Facilities in County Areas”, which clearly released the signal of promoting "waste incineration in county areas".

    What opportunities can environmental protection enterprises explore? How to solve the problem of poor economy of waste incineration projects in county areas? Whether the market in county areas will be opened up? Whether the construction of waste incineration facilities in county areas will reach a climax in 2023?

    The Guiding Opinions may produce hundreds of projects. At present, most county areas of eastern China and many county areas in central China have built domestic waste incineration plants independently or jointly, mainly because of its good economic foundation and large population base.

    The harmless treatment rate of municipal domestic waste is close to 100%. However, the incineration treatment rate in county areas, especially in the central and western China, is still low, and there is still much room for scale expansion. In other words, the main battlefield of harmless treatment of domestic waste has been transferred to county areas. Strengthening the layout of waste incineration business in county areas is an inevitable choice for related enterprises.

    Reducing costs becomes the focus of enterprises. It is unknown whether the construction of county waste incineration facilities will be opened in 2023, because many problems need to be solved step by step. It is urgent to reduce costs and increase efficiency, to improve the economy of county waste harmless treatment. First of all, it is important to improve the utilization rate of equipment and facilities. Strengthen the coordinated disposal of domestic waste, kitchen waste, medical waste, sludge from sewage treatment plants, combustible general industrial waste, agricultural and forestry waste, etc. The second is county planning. In view of the county-level areas with relatively less waste production, the government or enterprises can make overall plans at the county level.
