  • Zhejiang Province released the implementation plan of peak carbon dioxide emissions in the industrial field

    In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council on carbon neutrality in peak carbon dioxide emissions and do a good job in carbon neutrality in peak carbon dioxide emissions in the industrial field, the Zhejiang Provincial Department of Economy and Information Technology, the Development and Reform Commission and the Department of Ecology and Environment recently issued the Implementation Plan for peak carbon dioxide emissions in the Industrial Field of Zhejiang Province, which clarified the overall requirements, main tasks and safeguard measures for Zhejiang Province to promote peak carbon dioxide emissions in the industrial field.

    The "Implementation Plan" proposes that during the "14 th Five-Year Plan" period, positive progress has been made in optimizing the industrial structure and energy consumption structure, laying a solid foundation for peak carbon dioxide emissions in the industrial field; By 2025, the energy consumption of industrial added value of units above designated size will drop by more than 16% compared with 2020, and strive to drop by 18%; Carbon dioxide emissions per unit of industrial added value decreased by more than 20%. During the "Tenth Five-Year Plan" period, the layout of industrial structure was further optimized, and the intensity of industrial energy consumption and carbon dioxide emissions continued to decline. A modern industrial system characterized by high efficiency, green, recycling and low carbon was basically established to ensure that carbon dioxide emissions in the industrial sector reached its peak before 2030.

    The Implementation Plan proposes eight key tasks, including promoting low-carbon transformation of industrial structure, strengthening dual control of energy consumption and clean energy substitution, promoting technological transformation of energy saving and carbon reduction, accelerating the construction of green manufacturing system, improving resource utilization efficiency, promoting energy saving and carbon reduction in key industries, and exploring digital reform to lead low-carbon transformation. Among them, in the task of exploring digital reform to lead low-carbon transformation, specific measures are put forward to promote the construction of industrial carbon efficiency monitoring platform, focusing on peak carbon dioxide emissions's major tasks, developing and constructing scene applications of industrial carbon efficiency codes, carrying out dynamic monitoring of industrial carbon emissions, implementing carbon efficiency evaluation and carbon efficiency grading labeling of enterprises in key industries, and exploring scene applications such as enterprise energy-saving and carbon-reducing technological transformation, green electricity trading, green finance and green factories.
