  • "Twenty prohibitions" on the collection, transportation and disposal of construction waste

    Since the third round of the second batch of central ecological and environmental protection inspectors announced 7 typical cases of construction waste pollution on June 5, 2024, the problem of construction waste treatment has attracted great attention from the housing and construction system, the sanitation industry and all sectors of society. According to the requirements of relevant national and local laws, regulations and normative documents, this paper systematically sorts out the relevant information and forms the "20 prohibitions" on the collection, transportation and disposal of construction waste, hoping to help the inspection, rectification, management and operation and other related work.

    01. It is forbidden to hand over construction waste to units or individuals who have not obtained approval for disposal.

    02. It is forbidden to mix domestic garbage, industrial waste, hazardous waste and construction waste.

    03. It is forbidden for any unit or individual not to collect, transport, utilize and dispose of construction waste in accordance with the requirements of construction waste classification management.

    04. It is forbidden for any unit or individual to dump, throw or pile up construction waste without authorization.

    05. It is forbidden to remove construction waste without the prescribed time and route.

    06. It is forbidden to drip and scatter along the way during the transportation of construction waste, and it is not operated in a closed manner.

    07. It is forbidden to transport vehicles and ships to transport construction waste in overload.

    08. It is forbidden to dispose of construction waste without approval or dispose of construction waste beyond the approved scope.

    09. It is forbidden to organize and implement bidding activities for transportation units and operation service units in accordance with the requirements.

    10. It is forbidden for any unit or individual to set up construction waste disposal sites without authorization.

    11. It is forbidden to classify decoration garbage and put it into the designated dumping point without following the regulations.

    12. It is forbidden to accumulate decoration garbage in residential areas, non-residential areas and other public areas for a long time.

    13. It is forbidden for any unit or individual to provide conditions for the illegal disposal of construction waste.

    14. It is forbidden to alter, resell, lease, lend or otherwise illegally transfer construction waste disposal approval documents.

    15. It is forbidden to falsely report, underreport, falsely report, false report, and not report construction waste related information in the process of approval, filing, and approval.

    16. It is forbidden to build construction waste-related projects without planning or not in accordance with the plan.

    17. It is forbidden for the construction unit to publicize the relevant content of the construction waste disposal plan at the construction site.

    18. It is forbidden to set up signs and signs in places such as the storage and disposal of construction waste, and dust prevention measures such as spray covering are not taken.

    19. It is forbidden to use permanent basic farmland, ecological protection red lines, nature reserves, drinking water source protection areas and other areas as construction waste disposal sites.

    20. It is forbidden to pollute or damage the ecological environment in the process of collection, transportation, disposal and utilization of construction waste.
