  • Study on Environmental Management and Market Change of hazardous waste in China from 2016 to 2021

    The utilization and disposal of hazardous wastes is an industry with high degree of correlation and close interaction with policies, management and market. Its development and change are the result of the joint action of the market's own development law and external regulation and guidance factors. This paper analyzes the development and changes of hazardous waste utilization and disposal market, the progress of environmental management policy, and the investigation and punishment of illegal cases from 2016 to 2021, and concludes that the trend of hazardous waste environmental management and market change is: The hazardous waste management system has been improved, the hazardous waste management system has been further improved, the reform and innovation of hazardous waste management have been deepened, a new model of intelligent supervision of the whole process of hazardous waste has been opened, and the pollution control of hazardous waste has moved forward to risk prevention and control.

    In the past 6 years, the environmental management system of hazardous waste has been continuously improved, the utilization and disposal capacity has been significantly enhanced, the management level has been greatly improved, and the operation quality of the industry has made great strides. With the optimization and adjustment of the national development strategy, hazardous waste has gradually shifted from disposal to resource utilization, pollution prevention and control to risk prevention and control, conventional supervision to the whole process of information supervision, and utilization and disposal market investment has gradually diversified and standardized.

    In the context of the national efforts to promote the synergies of pollution reduction and carbon reduction, the Ministry of Ecology and Environment has issued a number of policies and regulations on environmental risk prevention and control, proposed scientific assessment of the environmental risks of hazardous waste, the establishment of a regulatory system matching the needs of environmental risk prevention and control, and the promotion of standardized management of enterprises and the reduction of environmental risks by means of market and economic means. Environmental risk assessment is an important means to improve the capacity of environmental risk. It can identify and give early warning to all links prone to risks in the whole process of hazardous waste from generation, storage, transport to utilization and disposal. In September 2021, the Solid Management Center of the Ministry of Ecology and Environment, the Hazardous Waste Committee of the China Association of Renewable Resources Recycling and Utilization, and Shanghai Conglin Environmental Protection Technology Co., LTD jointly launched the group standard compilation plan of the Risk Assessment Guidelines for Hazardous Waste Management Units. Based on the classification and classification management principles of hazardous waste, Scientific and effective assessment should be made on the risk levels and prevention and control capabilities of enterprises in the process of operation, so as to reduce environmental and ecological risks in the whole process of hazardous waste from generation to utilization and disposal.

    Looking back to the past and looking forward to the future, the uncertainty of environmental control and market changes of hazardous waste pollution also contains some direction and trend. Green and low-carbon development and the construction of "waste free city" will drive the environmental management and market development of hazardous waste into a new stage. In the context of carbon peaking and carbon neutrality, hazardous waste utilization and disposal enterprises should seize the opportunity to adjust their positioning, accelerate information construction, improve standardized management, strengthen technology research and development, and strengthen risk prevention and control capabilities. Give full play to the identification role of hazardous waste, and actively support the exemption and exclusion list management through identification; Actively participate in the formulation of industry standards and norms to ensure the healthy development of industry norms.
