    2022, the second year of the "14th Five-Year Plan", has entered the countdown stage. Under the guidance of carbon peaking and carbon neutrality goals, what changes have taken place in the environmental protection industry? From the collaborative efficiency of pollution reduction and carbon reduction to the development of green and low-carbon cycle, what are the major events happening in the field of solid waste disposal?     No.1 Guidelines on Accelerating the Construction of Waste Materials Recycling System (2022.01)

    The guideline makes clear that by 2025, the policy system for recycling waste materials and the level of recycling resources will be further improved. A network system for recycling waste materials will be basically established, and more than 1,000 green sorting centers will be built. The recycling use of nine major renewable resources will reach 450 million tons. About 60 large and medium-sized cities will take the lead in establishing a basically complete recycling system for waste materials.

     

    No.2 Guidelines on Accelerating the Construction of Urban Environmental Infrastructure (2022.02)

     The guideline gives the overall goal of accelerating the construction of urban environmental infrastructure: By 2025, the supply capacity and level of urban environmental infrastructure will be significantly improved, and an environmental infrastructure system that integrates sewage, garbage, solid waste, hazardous waste and medical waste treatment and disposal facilities as well as monitoring and supervision capabilities will be built. By 2030, a comprehensive, efficient, practical, smart, green, safe and reliable modern environmental infrastructure system will be basically in place.

     

    No.3 The Implementation Plan on Accelerating the Comprehensive Utilization of Industrial Resources (2022.02)

     According to the implementation plan, by 2025, the production intensity of industrial solid waste in key industries such as iron and steel, non-ferrous metals and chemicals should be reduced. The comprehensive utilization level of solid waste in bulk industries should be significantly improved, the renewable resources industry should develop sustainably and healthily, and the comprehensive utilization efficiency of industrial resources should be significantly improved. We will strive to achieve a comprehensive utilization rate of solid waste in large-scale industries of 57%, and utilization of major renewable resources of over 480 million tons.

     

    No.4 The 14th Five-Year Plan for Modern Energy System (2022.03)

     The low-carbon energy transition has entered an important window period. The plan calls for the development of other renewable energy sources in accordance with local conditions. We will promote the diversified use of biomass energy, steadily develop urban household waste incineration and power generation, orderly develop agricultural and forestry biomass power generation and biogas power generation, develop clean biomass heating in light of local conditions, plan and build bio-natural gas projects in major grate-producing areas and concentrated livestock and poultry farming areas, and promote the industrialization of advanced bio-liquid fuels.

     

    No.5 The Ministry of Ecology and Environment released a list of waste-free cities to be built during the 14th Five-Year Plan period (2022.04)

     A total of 109 cities (prefectures) and 17 districts from 31 provinces and cities were included in the list of waste-free city construction during the 14th Five-Year Plan period published by the Ministry of Ecology and Environment. Many provinces, such as Shandong, Hebei, Zhejiang, Guizhou and Jiangxi, have issued the implementation plan of waste-free city construction during the 14th Five-Year Plan period or solicited opinions on the plan. Many cities such as Xiangyang, Tangshan, Dongguan, Shenyang and Hangzhou have introduced relevant policies to further deepen the construction of waste-free city.

     

    No.6 The 14th Five-Year Plan for Renewable Energy Development (2022.06)

    According to the plan, the following steps can be taken to steadily promote the diversification of biomass energy development: steadily develop biomass power generation, optimize the development layout of biomass power generation, develop biomass cogeneration in an orderly manner, carry out market-based demonstration of biomass power generation; actively develop biomass energy clean heating, reasonably develop biomass boiler heating based on agriculture and forestry biomass, biomass forming fuel, etc.; accelerate the development of biological natural gas; vigorously develop non-food biomass liquid fuel, and actively develop cellulose and other non-food fuel ethanol.

     

    No.7 Notice on Further Promoting the Work of Informatization of Hazardous Waste Environmental Management (2022.06)

    According to the notice, continue to promote the informatization of hazardous waste environmental management from the following six aspects: (1) Standardize the online declaration of hazardous waste information. (2) To achieve unified management of hazardous waste electronic transfer. (3) Implement paperless operation of trans-provincial transfer of hazardous waste. (4) Standardize online reports on the centralized use and disposal of hazardous waste. (5) Standardize the information management of hazardous waste export related businesses. (6) To strengthen online reporting of medical waste disposal capacity.

     

    No.8 Technical Guide for On-site Supervision and Inspection of Domestic Waste Incineration Power Plant (Draft for Comments) (2022.08)

     The Ministry of Ecology and Environment has issued the Technical Guidelines for On-site Supervision and Inspection of Household Waste Incineration Power Plants (Draft for Comments). This standard is the first one to be issued and is now for comments. Elements of on-site supervision and inspection in household waste incineration power plants include system construction and performance of responsibilities, operation of waste incinerators, operation of pollution prevention and control facilities, discharge of pollutants, and self-monitoring.

     

    No.9 Notice on Carrying out the Pilot Work of Urban Landscaping Waste Treatment and Resource Utilization (2022.11)

     In recent years, along with the rapid development of Chinese city landscape, landscape garbage treatment and resources utilization has been made positive progress, but it is still in its infancy stage generally. By carrying out the pilot project of urban landscaping waste treatment and resource utilization, we strive to take about 2 years to deeply explore the methods and measures to improve the level of urban landscaping waste treatment and resource utilization, establish a system of landscaping waste treatment and resource utilization in some cities, form a batch of replicable and popularizing experience, and promote the high-quality development of urban landscaping.

     

    No.10 Guidelines on Strengthening the Construction of County-level Domestic Waste Incineration and Treatment Facilities (2022.11)

     By 2025, a household waste classification and treatment system in line with economic and social development should be in place in county-level areas across the country, and all eligible county-level areas in the Beijing-Tianjin-Hebei region and its surrounding areas, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the National Ecological Civilization Pilot Zone will achieve full coverage of basic domestic waste incineration treatment capacity. By 2030, the supply capacity and level of domestic waste sorting and treatment facilities in county-level areas will be further improved. Except for a few special areas that do not have the conditions, the domestic waste incineration treatment capacity in county-level areas will basically meet the treatment needs.
