    On June 16, 2023, "High-level resource Utilization, Efficient pollution Reduction and carbon Reduction" -- the 10th Solid Waste Recycling Summit hosted by Shanghai TransUnion was held in Shanghai. Tang Zhengyun, co-vice president of Wuhan Tianyuan Environmental Protection Co., LTD., delivered a speech on the topic of research and judgment of small and medium-sized domestic waste incineration projects in the county and innovation of investment mode. According to the needs of the country's urbanization construction with the county as an important carrier, and the requirements of further strengthening the short board and weak points of the county, Mr. Tang Zhengyun studied and analyzed the existing problems and solutions of the current small and medium-sized domestic waste incineration in the county, as well as the innovation of investment mode, so as to promote the implementation of small and medium-sized domestic waste incineration projects in the county. In order to improve the level of ecological and environmental infrastructure construction, promote the improvement of urban and rural human settlements, and promote the construction of a beautiful China.


    Research and judgment on the development of small and medium-sized domestic waste projects in the county. 

    1. The rise of small and medium-sized domestic waste incineration projects in Chinese counties

    Since the end of the epidemic, small county garbage has risen, and the rise is due to three documents. The first document is the Guiding Opinions on Strengthening the Construction of Domestic Waste Incineration Treatment Facilities at the County Level, jointly issued by the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Ecology and Environment, the Ministry of Finance and the People's Bank of China on November 28, 2022. The second document is the Notice on the Implementation Plan to Accelerate the Completion of the Shortcomings and Weaknesses of Domestic Waste Incineration Treatment Facilities at the County Level issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development on January 12, 2023. The third document is the Opinions on Promoting the Urbanization Construction with the County seat as the important carrier issued by the General Office of the CPC Central Committee and The State Council on May 6, 2023. From these three documents, we can see the urgency and importance of the country to promote county garbage.

    Since the slow release of the epidemic, the state has attached great importance to the disposal of garbage at the county level. The above three documents have clearly released a strong signal to promote the "county under garbage incineration".

    2. Scale prediction of small and medium-sized domestic waste incineration projects in Chinese counties

    The spirit of the above three documents is to accelerate the improvement of domestic waste incineration and treatment facilities at the county level, and promote the transformation of domestic waste treatment mode from "landfill-based" to "incineration-based". So, how big is the current county-level waste incineration gap?

    There are more than 2,600 counties in China, of which more than 1,400 have been built, and 1,200 have not yet been built. In other words, the national overall plan for waste disposal and daily treatment during the 14th Five-Year Plan period is 1.2 million tons. According to official data, by 2022, the current daily treatment capacity is 1.1 million tons, which means that in the next few years, There is still a capacity of 100,000 tons per day to be built, and if one city is built, there are more than 1,200, because many small county cities in China cannot be built at one time, and the state also advocates joint construction of many counties, so according to this prediction, in the next few years, there are expected to be three or four hundred small waste incineration plants of about 300 tons. At present, the amount of landfill is about 30%, and 70% is incineration. So after this calculation, there are 400 waste incineration plants that can be made, and the gap is large.

    3. Difficulties in incineration of small and medium-sized domestic waste in the county

    The first is the urgency of time: by 2025, that is, during the 14th Five-Year Plan period, the eastern part of the country should achieve full coverage of the collection and transportation system; By 2030, except for a few special areas that do not meet the conditions, the county-level domestic waste incineration will basically meet the requirements of harmless treatment, especially in the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Yangtze River Economic Belt. By 2025, with the exception of a few areas in Tibet, basically 98 percent of the waste will be treated in a harmless way.

    Secondly, the "county under waste incineration" faces many challenges: according to preliminary estimates, there are about 200 billion solid waste market, although the county area basically has the planning of waste incineration facilities, but for various reasons, the situation of "planning is not built, construction is not invested, investment is excessive" is relatively common, breaking the situation is imminent. In terms of difficulty, has the following four points:

    (1) Economic difference is the biggest difficulty.

    (2) Small incineration facilities lack waste heat utilization and other ways to improve economic benefits.

    (3) The amount of garbage is not enough and the collection is difficult.

    (4) poor quality of garbage, low heating value, high amount of impurities and slag.

    Facing the challenges faced by the industry, environmental protection enterprises can improve the quality and efficiency by reducing the cost of solid waste disposal and improving technical standards, and innovate investment models to promote the construction of garbage in the county.


    Investment and operation mode of small and medium-sized domestic waste incineration projects in county.

    1. Promote county-level cities to operate cities with urban resources and open-up industrial chains

    Vigorously develop the collaborative treatment technology of household garbage, agricultural and forestry waste, kitchen and municipal sludge, realize the sharing of treatment capacity, improve the economy and practicability of the project, and carry out the construction of urban and rural environmental sanitation integration project simultaneously. BOT/BOO or EPC+O mode can be adopted according to the needs of the project.

    2. Balance income by bundling ecological and environmental protection projects

    Give full play to the enterprise's own resource integration ability, and implement the package investment and 1+N project cooperation investment mode of urban water supply, sewage treatment and other environmental protection projects.

    3. Balance income through technological innovation

    Develop waste incineration fly ash resource disposal technology, give play to the enterprise's own advantages and talents to reduce construction and operation costs, project site selection as far as possible to consider cogeneration, realize waste heat reuse, improve efficiency, optimize project allocation.

    4. Give full play to capital and financial advantages and balance income

    Give play to the enterprise's own capital advantages, smooth financing channels, and reduce capital costs through financing models such as bond issuance.
