In the third anniversary of "double carbon", China has achieved these important results!
On August 15, the first National Ecology Day was held in Huzhou, Zhejiang province. Ecological progress is a fundamental plan for the sustainable development of the Chinese nation, a major political issue that bears on the mission and purpose of the Party, and a major social issue that bears on people's well-being. On the new journey to comprehensively build a modern socialist country, we must maintain strategic focus on strengthening the construction of ecological civilization, pay attention to simultaneously promoting high-quality development and high-level protection, take the "dual carbon" work as a guide, promote the gradual shift from dual control of energy consumption to dual control of carbon emissions, continue to promote the green and low-carbon transformation of production methods and lifestyles, and accelerate the modernization of harmonious coexistence between man and nature. We will comprehensively promote the building of a beautiful China.
It is understood that the first National Ecology Day event was jointly organized by the National Development and Reform Commission, the Central Publicity Department, the Ministry of Natural Resources, the Ministry of Ecology and Environment and the people's Government of Zhejiang Province, with the theme of "clear water and green mountains are gold and silver mountains." Some important achievements in ecological progress were released at the meeting.
Zhao Chenxin, member of the Party group and deputy director of the National Development and Reform Commission, released the important results achieved in the third anniversary of the major declaration of carbon neutrality at the conference of important achievements in ecological civilization.
In the past three years, China has completed the "1+N" policy system of carbon peaking and carbon neutrality, steadily advanced the transformation of green and low-carbon energy, and completed the transformation of coal power units to save energy and reduce carbon, flexibility, and heating over 520 million kilowatts. The installed capacity of renewable energy exceeded 1.3 billion kilowatts, historically surpassing that of coal power. The "new three" represented by solar cells, lithium batteries and electric manned vehicles have become new driving forces for foreign trade growth, and the total export of the "new three" products increased by 61.6% in the first half of this year, driving the overall export growth of 1.8 percentage points.
In key areas, the proportion of new green building area increased from 77% at the end of the 13th Five-Year Plan to 91.2% at present; Energy-saving buildings account for more than 65% of urban civil construction area. Last year, China's railway freight shipments reached 4.984 billion tons, up 4.4% year-on-year, and waterway freight shipments reached 8.554 billion tons, up 3.8% year-on-year. In the first half of this year, the production and sales of new energy vehicles completed 3.788 million and 3.747 million, respectively, with a year-on-year growth rate of more than 40%. It has more than 16.2 million vehicles, accounting for more than half of the world's total.
In terms of optimizing the allocation of financial resources, we have implemented preferential tax and fee policies to support green and low-carbon development, and since 2020 the central government has allocated 1.78 trillion yuan of funds related to ecological and environmental protection. We have introduced carbon emission reduction support tools and special re-loans to support clean and efficient use of coal, with balances of 453 billion yuan and 245.9 billion yuan respectively as of June this year. We will set up a national Green Development Fund, raising 88.5 billion yuan in the first phase. We will deepen reform of energy prices, promote market-based pricing for coal-fired power generation, implement a policy of affordable access to the Internet for new energy sources, improve the time-of-use tariff mechanism, and improve the two-part tariff policy for pumped storage. The green electricity trading system has been improved, and the volume of green electricity traded nationwide has exceeded 60 billion KWH.
At the same time, we will optimize the strategic pattern of functional zones and complete the delineation of ecological protection red lines. We will take solid steps to protect and restore ecosystems in important regions, rectify prominent environmental problems in the Yangtze Economic Belt and the Yellow River Basin, and promote high-quality environmental protection in the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. We have scientifically carried out large-scale national afforestation operations, and completed more than 100 million mu of national afforestation annually since the "14th Five-Year Plan". With a forest coverage rate of 24.02% and a forest stock volume of 19.493 billion cubic meters, China has become the country with the largest and fastest growth in forest resources in the world.
