National Energy Administration: Effectively connect green electricity and carbon trading
1、 Regarding the improvement of the planning and development mechanism for new energy projects
During the 14th Five Year Plan period, the country will no longer implement scale management for the development of wind and solar power in various regions. Instead, according to the renewable energy development plan, the development goals of each region will be clarified through the weight of renewable energy electricity consumption responsibility and reasonable utilization rate. 2、 Regarding strengthening cross regional delivery and on-site consumption capabilities

New projects can voluntarily form grid electricity prices by participating in market-oriented transactions to better reflect the green power value of renewable energy. In July 2023, it issued a notice on promoting the full coverage of renewable energy green power certificates and promoting the consumption of renewable energy electricity, clarifying the uniqueness and authority of green certificates, expanding the scope of green certificate issuance and trading, and further leveraging the role of green certificates in building a green power environmental value system. In the market-oriented trading of distributed power generation. The National Energy Administration, together with relevant departments, will continue to deepen the construction of the electricity market, form market prices that reflect the value of time and space through competition, reasonably reflect the cost of new energy, accelerate the construction of an electricity market mechanism that adapts to the participation of emerging entities such as new energy and distributed generation, microgrids, and energy storage, and promote market-oriented trading of distributed generation. 5、 Regarding increasing the research and development of new energy generation technology

The National Energy Administration, together with the Ministry of Science and Technology, has issued the "14th Five Year Plan for Science and Technology Innovation in the Energy Field", which focuses on advanced renewable energy generation and comprehensive utilization technologies, new power systems and their supporting technologies, and encourages enterprises to strengthen energy technology innovation, increase research and development investment, and focus on segmented markets. The second is to promote demonstration applications. Based on the progress of technological equipment development and the current status of industrial development, the National Energy Administration has included 10 MW offshore wind turbines, 10-12 MW specialized large MW gearboxes for offshore wind turbines, and complete sets of flexible DC transmission equipment for offshore wind power in the list of the first major technological equipment (projects) in the energy field. Relying on energy engineering, we will accelerate innovation in major technological equipment and promote demonstration applications. 6、 On Accelerating the Development and Utilization of Hydrogen Energy from Offshore Wind Power Conversion
The 14th Five Year Plan for the Development of Renewable Energy proposes to promote the industrialization of renewable energy generation and hydrogen production in areas with low renewable energy generation costs and good conditions for the development of hydrogen storage and transportation industries, and to create large-scale green hydrogen production bases. In 2022, the National Development and Reform Commission and the National Energy Administration jointly issued the "Medium - and Long Term Plan for the Development of the Hydrogen Energy Industry (2021-2035)" and the key task allocation plan, encouraging various regions to choose hydrogen production technology routes according to local conditions based on resource endowment characteristics and industrial layout, and gradually promote the construction of a clean, low-carbon, and low-cost diversified hydrogen production system. Next, the National Energy Administration will work with relevant departments to actively implement relevant document deployments, study and formulate relevant supporting policies, and promote the high-quality development of hydrogen energy technology and industry.
